 Electric Power Development Co. Ltd (J-POWER) was selected as Consultant to the Upper Kotmale Hydropower Project.

Our Local Consultant

Central Engineering Construction Bureau (CECB) has deployed as Upper Kotmale Hydropower Project Local Consultant.   The Central Engineering Consultancy Bureau (CECB) is a corporate body established in 1973 to provide Engineering Consultancy Services on a commercial basis.

The principal fields of operation of the CECB are Structural Design, Architectural Services, Building Services, Water Supply Sewerage, Roads and Bridges, Water Resource Development, Hydropower and Energy, Power Transmission and Distribution, Ports and Coastal Engineering, Geotechnical Investigations, Environmental Studies and Information Communication Technology.

The permanent staff of CECB numbers over 550 of which about 300 technical staff.  More than 150 of the staff professionally qualified engineers, architects and geologist.  The engineering staff has wide experience in investigations, planning, design, supervision and management of major engineering and building projects and most of them have received post-graduated training overseas.

The CECB has extensive in-house computer facilities, and excellent technical library, a good stock of survey and drawing instruments, geological and soil investigation equipments, testing laboratories and a large fleet of field vehicles, and this is in a position to provide consultancy services on major engineering projects island wide at short notice.  CECB maintains an archive to preserve important project documents such as construction drawings and design calculations.  Thus client are assured of the long term safety and security of important documents.

The scope of the services of the CECB has been enhanced by the notification published in the Gazette of the Democratic Socialist Republic of Sri Lanka of 11th August 1995, thus the purpose of the industrial undertaking shall be the forming of joint ventures and limited liability companies to provide Engineering and Architectural Consultancy Services the undertaking of Engineering projects on “Design-Build” (Turn-Key) basis; the investment in “Build-operate and Transfer (BOT) Projects and “Build-own and Operate” (BOO) Projects and other similar projects.

CECB also provides variety of services in the field of information technology, namely software development, process control automaton, computer hardware assembling, GIS, WEB based management information systems.

During the past 30 years CECB has provided engineering consultancy services in a wide range of fields for a large number of major hydropower & building project, and has emerged as the premier engineering consultancy organization in the country.  In addition, CECB has undertaken several engineering projects on Turn-key basis in the recent past and completed successfully.
